New School Certification

SCHEV’s statutory authority to regulate private and out-of-state institutions is found in § 23.1-213 – 23.1-230 of the Code of Virginia.

A new school must be certified to operate by SCHEV prior to engaging in any activities related to postsecondary education, either online or at a physical site within the Commonwealth of Virginia. Postsecondary schools may not advertise, recruit students, hold classes, or accept any fees or tuition monies in Virginia until they have received a Certificate to Operate from SCHEV.

Participation in a New School Orientation session is the first step in the application process for entities seeking certification to operate a postsecondary school in Virginia. Certification application materials, including the Intent to Operate and Name Acknowledgment, will only be accepted from individuals who have attended New School Orientation.
