Notice: In an effort to reduce regulatory burdens, portions of the Virginia Administrative Code addressing private postsecondary education were modified effective September 11, 2025. Not only did this revision result in a renumbering of the regulations, but some requirements were removed altogether. The PPE team is working to update all forms and documents affected by these regulatory changes. Virginia Code and Regulations for Schools New School Certification Forms for Degree-Granting Institutions

Before starting your application, please read the Summary of Certification Process: Institutions of Higher Education. This document explains the necessary steps to receive SCHEV certification.

PHASE 1
You must have attended a new school orientation before proceeding with the process below.

Certification Application Phase 1

SCHEV requires school owners and administrators to demonstrate through their certification application that they understand the requirements of Virginia law and regulation. Specifically, SCHEV expects applicants to submit original materials that reflect their school’s vision and mission, using ideas and words specific to the Virginia campus.

In accordance with § 23.1-221 of the Code of Virginia, SCHEV may deny certification to any applicant that submits “false or misleading information to the Council.” Therefore, plagiarism and/or use of language from outside sources, including computer-generated content or language created by artificial intelligence (AI) tools, such as ChatGPT or Google Gemini, could result in the denial of a school’s application.

Private Postsecondary Education (PPE) Fee Schedule

This page is provided for convenience. In the event of any discrepancy, the Virginia Administrative Code (8VAC40-31-260) controls.

The State Council of Higher Education for Virginia (SCHEV) establishes fees for certification and related services for private postsecondary schools operating in Virginia. The fees below summarize the schedule set out in 8VAC40-31-260(D) of the Virginia Administrative Code.

GENERAL FEE PROVISIONS

• All fees collected by council staff are deposited in the State Treasury.

• All fees are nonrefundable, except in the case of withdrawal of an application. In that case, all fees are refunded minus the applicable nonrefundable administrative fee.

• Fees must be paid with a company check made payable to the Treasurer of Virginia unless otherwise stated.

• Annual recertification fees must be paid electronically through the PPE Portal.

FLAT FEES

New school orientation session, per person: $150

Initial fee for all new institutions of higher education (degree-granting): $10,000

Initial fee for all new non-degree postsecondary schools (non-degree schools): $2,500

Annual fee for all unaccredited institutions of higher education: $10,000

Initial fee for out-of-state online institutions of higher education that are not members of NC-SARA: $10,000

Renewal fee for out-of-state online institutions of higher education that are not members of NC-SARA: $10,000

ANNUAL RENEWAL FEES

Annual renewal fees for certified postsecondary schools are based on annual gross tuition collected for each Virginia site, as reported on the most recent financial statement. For out-of-state institutions certified to operate in Virginia, annual gross tuition means income generated from students enrolled at Virginia locations.

• Less than $50,000: $250

• $50,000 to less than $100,000: $1,200

• $100,000 to less than $500,000: $3,000

• $500,000 to less than $1,000,000: $6,000

• $1,000,000 to less than $5,000,000: $7,500

• $5,000,000 or more: $10,000

ADDITIONAL FEES

Returned check fee: $35

Initial or renewed exemption application, request for name acknowledgment, or agent registration: $350

Nonrefundable administrative fee (withdrawal of application):

• Non-degree schools: $500

• Institutions of higher education: $2,000

Request for change in degree level authorization: $1,000

Request for duplicate certificate to operate due to school name or address change: $100

Request for duplicate agent permit to replace a lost, stolen, or misplaced permit: $100

Application fee for each additional instructional location: $300

Application fee for each additional program, modification to an existing program, or program deletion: $100

RETURNED PAYMENTS

If a payment is returned for any reason, the school must resubmit the required payment, any applicable late fee, and the assessed returned check fee of $35. Resubmitted payments must be made by money order or certified bank check.
